Project Greenlight (Project) is an initiative of the Corporation of the City of Windsor (City) through the Strengthen the Core - Downtown Windsor Revitalization Plan. The Project is designed to enhance safety and support local businesses and residents in the downtown core. Through targeted investment in modern security infrastructure, the program helps eligible businesses and property owners install exterior commercial‑grade security cameras and lighting to visibly deter crime and enhance public safety. All hardware installations are carried out by Security ONE Alarm Systems Ltd. (“Security ONE”), the City’s authorized vendor.

Eligible applicantsinclude:
Businesses (including commercial tenants) and commercial property owners/landlords located within the DWBIA boundary.
Minimum requirements:
The property must be in good standing with the City (no property tax arrears or outstanding work orders, etc.).
Ability to provide the required documentation (business licence or proof of ownership, liability insurance, lease, landlord/tenant consent, municipal business licence, map confirming location is within DWBIA, etc.).
What funding is available ▾
Maximum: Up to $5,000 per eligible property for hardware, installation, and security lighting.
For approved applicants, this funding covers one‑time hardware and installation costs only and is paid directly to Security ONE, theauthorized vendor.
Ownership of the hardware shall remain with Security ONE for the duration of the five‑year service agreement.Upon the applicant’s successful completion of the full five‑year service term with Security ONE, permanent ownership of the hardware shall be transferred to the applicant.
Participating businesses and property owners must enter into a service agreement with Security ONE and are fully responsible for all ongoing costs associated with the camera system, including but not limited to monthly monitoring fees, service fees, maintenance, repairs, technology upgrades and any other charges set out in their agreement.These ongoing costs are not covered or reimbursed by the City.Monthly monitoring costs start at approximately $39.99/month (plus applicable taxes).

If you are both the Property Owner and the Business Owner, applicants should apply as the “Property Owner”.
Are monthly service fees covered by the Project? ▾
No. All monthly service fees for monitoring, connectivity, or related security services must be paid directly by the applicant to Security ONE. These fees are not covered by the Project. Monthly monitoring costs start at approximately $39.99 plus applicable taxes which will be set out in a separate agreement between Security ONE and the applicant.
Who is responsible for keeping the cameras operating after installation? ▾
The applicant is fully responsible for ensuring that all cameras and related equipment remain powered, connected, and fully functional. This includes maintaining an active service agreement with Security ONE and addressing any operational issues that may arise.
Who handles maintenance and repairs for the security equipment? ▾
Maintenance and repairs included in the applicant’s service agreement with Security ONE are the responsibility of the applicant and are subject to the warranty terms agreed to between the applicant and Security ONE. If a surveillance camera or related equipment is damaged, destroyed, vandalized, stolen, or otherwise rendered inoperable after installation, the City will not cover or reimburse any costs associated with repair or replacement. Security ONE will remove the hardware. Applicants may submit a new application for consideration.
Does the City of Windsor provide support for service issues or billing questions? ▾
No. All service-related matters — including billing inquiries, technical issues, malfunctions, service calls, or contract questions — must be directed solely to Security ONE. The City is not a party to the contract and cannot field questions relating to the contract.
Do applicants need to identify installation challenges or property specific conditions? ▾
Yes. Applicants must inform Security ONE of any site-specific requirements or limitations that may affect installation or long-term operation. Security ONE, requires participating businesses to have certain basic technical conditions in place to support the installation and operation of camera equipment. These conditions may include, but are not limited to, suitable internet connectivity and upload speeds, adequate power availability, and an installation environment that supports reliable system performance.
During the site visit, Security ONE will assess the location and determine the appropriate installation approach. Any additional work, equipment, infrastructure, configuration, or modifications that may be required to complete the installation or optimize system performance will be the responsibility of the participating business. Where applicable, Security ONE will review these items with the business prior to proceeding.
How is privacy protected under the Project? ▾
Privacy protection is a key priority of the Project. All camera systems are installed and operated by Security ONE, in full compliance with Ontario and Federal privacy legislation, including the Municipal Freedom of Information and Protection of Privacy Act (MFIPPA) and the Personal Information Protection and Electronic Documents Act (PIPEDA).

Access to video footage is strictly limited. Authorized access is restricted to:

No. Windsor Police Service does not have live or continuous access to the camera systems. Windsor Police Service may only receive video footage upon voluntary request or in response to a lawful request related to an investigation.
