City of Windsor Launches EOI and Prequalification for Roseland Clubhouse and Residential Development

The City of Windsor is launching the Expression of Interest (EOI) and Prequalification (No. 118-25) on Friday, October 3, 2025, for the construction of the Roseland Clubhouse and residential development within the parking lot. This approach allows the City to identify qualified developers early and gather innovative proposals before entering into a formal Request for Proposals (RFP). This marks the third property to be made available under the City’s Housing Solutions Made for Windsor strategy, an initiative focused on increasing housing supply by preparing municipal lands for residential development.
