Future Residential Development - 874 Giles Blvd East, Former WD Lowe High School Community Feedback Survey

The community feedback collected through this survey will be included in an upcoming Expression of Interest to be issued by The Corporation of the City of Windsor (the “City”) seeking developers that are interested in submitting a response for a potential future residential development at the City-owned property located at 874 Giles Blvd East, being the Former WD Lowe High School (the “Subject Property”). Questions about this collection may be made to ecdev@citywindsor.ca.

In 2023, the City began a process to review City-owned lands throughout the community that could support developments aimed at addressing the housing crisis in Canada. That review identified several properties with significant and immediate potential for development covering all types of housing needs. On March 1, 2024, Windsor Mayor Drew Dilkens announced that members of City Council and members of City Administration have identified a list of City owned lands that are available for development under the Housing Solutions Made for Windsor (HSMFW) Initiative, with the Subject Property being one of those properties.

The goal of the HSMFW Initiative is to build more housing on City-owned land to help address the current housing shortage. The City envisions a residential development on the Subject Property that increases density, considers the neighbourhood character, proposes high quality design, promotes walkability and sustainable forms of transit, offers enhanced amenities. The City will be issuing an Expression of Interest to seek proposals from the development community to redevelop the existing vacant school building and the former school yard for housing. As a result, changes to the existing building and yard behind the building will likely be proposed. 

The Subject Property is currently located within the Institutional 1.2 (ID1.2) Zone according to Zoning By-law 8600. The original red-brick, four-storey building was designed by locally prominent Architect D. J. Cameron and was constructed between 1922 to 1923. The Collegiate Gothic styled school building features a decorated front facade demonstrating a high degree of artistic merit and craftsmanship. It is also a longstanding landmark in the neighbourhood, reflecting the growth of vocational studies and the demands for higher public educational institutions in the City of Windsor. A number of additions have been made to the original school building since its initial construction.
